Programs

The Erosion and Sediment Control Program was established in the 1990s as mandated by the Virginia Department of Conservation and Recreation (DCR). Before a land disturbing activity over 5,000 square feet occurs in the City of Danville, permits must be obtained. This insures that the activity complies with all laws and prevents any soil and sediment from washing into our public waters. When contact is made with the City of Danville, the city will help determine if the owners need to obtain additional state permits from DCR.

Stormwater Management Program: Land disturbances of one acre or greater, or part of a "common plan" as defined by the Department of Conservation and Recreation (DCR) are required to obtain the Virginia Stormwater Management Program (VSMP) General Permit for Construction Activities. A copy of the VSMP Registration Statement and a copy of the VSMP Storm Water Pollution Prevention Plan (SWPPP) must be provided to the Engineering Division Office. 

Ordinances

The Stormwater Quality Management and Discharge Control Ordinance (Chapter 9, Article V) was established in the 2000s as mandated by the Virginia Department of Conservation and Recreation (DCR) to help the City of Danville help prevent pollution in our waters. It prohibits residents, businesses and contractors from discharging illegal and harmful substances into our public drainage system. In addition, any land disturbing activity over one acre must comply with the standards outlined with DCR's Virginia Stormwater Management Handbook. 

The Virginia Stormwater Management Program (VSMP) Ordinance (Chapter 13, Article III) was adopted on July 1, 2014 (DEQ approval letter) to ensure the general health, safety, and welfare of the citizens of the City of Danville and protect the quality and quantity of state waters from the potential harm of unmanaged stormwater, including protection from a land-disturbing activity causing unreasonable degradation of properties, water quality, stream channels, and other natural resources, and to establish procedures whereby stormwater requirements related to water quality and quantity shall be administered and enforced.

Urban Stormwater Quality Management and Discharge Control Ordinance (Chapter 9, Article V, Division 7) prohibits non-stormwater discharges to the storm drain system.

The Erosion and Sediment Control Ordinance (Chapter 13) provides for the effective control of soil erosion, sediment deposition, and nonagricultural runoff to prevent the unreasonable degradation of properties, stream channels, waters, and other natural resources.
