Consolidated Plan
In 1994, federal regulations, which cover the planning and application aspects of four federal programs of the U.S. Department of Housing and Urban Development (HUD) were revised to require the consolidated planning and submission of applications and reports. Previously, each of the programs involved separate preparation, application, public reviews, and input processes at the local level. The Consolidated Plan is now a requirement that combines the broad planning requirements of the National Affordable Housing Act of 1990 with the annual applications and reporting for the HUD programs that are administered locally. The City of Danville administers two of the four programs: Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME).
The City has prepared a five year Consolidated Plan (2015-2019). For more information on the five year Consolidated Plan, contact our office at 434-799-5260. Within this plan, a one-year Action Plan is prepared annually that specifies projects and activities to be funded each year. Coordination of resources and compilation of data for the Consolidated Plan is accomplished through a process that combines public hearings, meetings, surveys, input from the Housing and Development Advisory Committee, and public comment and review. The development process involves analyzing existing data and consulting with public and private agencies that provide assisted housing and health and social services. This includes providers to children, elderly citizens, people with disabilities, people with HIV / AIDS and their families, and the homeless.
Public Notice and Information
Prior to the adoption of the Consolidated Plan, amendments, or performance reports, citizens are notified by public advertisement of the comment period and public hearings and meetings. The notice is published in the local newspaper and includes a summary of proposed projects and the date, time, place, and topics of all scheduled meetings. The City will provide a 30-day comment period for the Consolidated Plan, amendments, and performance reports prior to their submission to HUD. During the 30-day period, draft copies are available at the City's Community Development Office, the Danville Public Library, and the Danville Redevelopment and Housing Authority.
Accessibility
The City will take whatever actions are appropriate to encourage the participation of all its citizens, including minorities, non-English speaking persons, and persons with disabilities. Provisions will be made for persons with disabilities and other special needs if a reasonable request is made at least five working days in advance. All meetings and hearings will be held in accessible locations, and at times that are convenient to potential and actual beneficiaries. The City will ensure that all citizens will have access to Consolidated Plan information and will be furnished with this information upon their request.
