According to the Environmetnal Protection Agency (EPA), an illicit discharge is any discharge into a storm drain system that is not composed entirely of stormwater. The City of Danville's Urban Stormwater Quality Management and Discharge Control Ordinance (Chapter 9, Article V, Division 7) prohibits non-stormwater discharges to the storm drain system.
